Dr. Saeed Mubarak Kharbash is the CEO of the Policies, Research, and Programmes Sector at the Knowledge and Human Development Authority (KHDA) in Dubai, where he leads the development of educational policies and initiatives that promote innovation and ensure access to high-quality learning across all stages of education.

With over 20 years of experience in strategic planning and leadership across government and private sectors, he has held key roles at Dubai Culture & Arts Authority, the World Government Summit, and the Dubai Islamic Economy Development Centre, as well as senior positions at ENEC, TAQA, and Istithmar World. Dr. Kharbash holds a PhD in Business Administration from the University of Warwick, along with postgraduate degrees in Islamic Finance and International Business, and a Bachelor’s in Telecommunications Engineering from Khalifa University.
